Sometimes you just get tired of using the same old recipe that tastes the same time after time. But we are all so busy we are looking for easy ways to spice up are repertoire. One way that many cooks forget is to use blends of herbs to add subtle flavor distinctions. The French have been doing this forever.

The French never use just one herb in there dishes but rather a blend of herbs that they call a “bouquets garni”. Don’t be put off by that fancy name, it simply means a bouquet of herbs. The blend of herbs adds subtle but distinct flavors to every dish you prepare. The trick is to get the right blend for so no one herb dominates the dish. You want the flavors to be delicate.

With just a few herb bouquets you can change the taste of a recipe instantly. Now, old recipes have added spark and will get you plenty of “This is Greats”. Your aim here is to create a complex flavor that is balanced making each guest want to instantly take another bite. Of course there is different garni for each recipe. You want to achieve the right herbs and spices that compliment each other. You want to use the right relationship between quantities of each herb you are using.

For meat based casseroles, stews, stocks and soup, the old tried and true garni of parsley, thyme and bay leaf still apply. But go one step further and add a twist of citrus (lime, lemon, or orange) for a little zip. The formula for this garni is 3 sprigs of parsley, 1 sprig of thyme and 1 bay leaf. Get a piece of cooking string and tie the bundle together. Viola, just add the bundle to your dish and remove it before serving. Please use fresh herbs, they’re so much better. If you have to use dried, sprinkle the herbs into a patch of cheesecloth and tie the cloth together with the string. .Fine Herbes and Herbes de Provence are to other bouquets that the French use in their cooking.

You can buy these at the grocery store or a gourmet shop but why not make your own. Finely chop fresh oregano, thyme, marjoram, savory, and marjoram for Herbes de Provence. Add one tablespoon of each to your dish. This combination can also be used in salads, meat dishes and vegetables.

The English version of Herbes de Provence is sage, rosemary, marjoram, Italian parsley chives, tarragon and thyme. Mix them all together and use on lamb, pork or in stuffing.

For Fine Herbes, mix together chopped parsley, tarragon, chives and chervil. Experiment with the quantities. Be adventurous! Keep careful notes when you are experimenting so that you can duplicate the successes and toss the disasters. Remember that creating beautiful tasty dishes is a more of a craft that an art.

You will need to identify the flavor and strength of each herb so that you can group them into either mild or robust. Examples of mild herbs are basil, bay leaf, chervil dill, and marjoram. These herbs combine well with most other herbs and their flavors become milder during the cooking process. With mild herbs you can use larger amounts and with more variation. They can also be used in salads and other dishes where the leaves are not cooked or briefly cooked.

Your robust herbs stand up to cooking. Often, they are used for braised or roasted meat or domestic fowl, soups, stews and even grilled foods. You will have work on the recipe since sometime the herbs alter subtly during the cooking process. They will either become more muted or in some cases intensify. They can always be combined with the mild herbs. Robust herbs include sorrel, rosemary, garlic, oregano, sage, tarragon and thyme.

Another cool easy to use fresh herbs is to flavor oil or vinegar with a blend of either mild or robust herbs. You will need pretty glass jars (preferable dark) and a tight seal. Simply put your combination of herbs in the jar, add the oil or vinegar, seal and let it sit for several weeks. Oils should be stored in the refrigerator. The herbs will add a subtle flavor to the liquid and will be delicious in a variety of ways.

You can make really healthy tinctures with fresh herbs. But I would urge you to master the cooking with herbs before you branch out to other areas. By know exactly how each herb flavors each dish you will instinctually know what to use in tinctures.

Again be adventurous, mix and match, keep trying new things and keep notes so your successes can be repeated. After you have mastered cooking with herbs, who knows? Maybe you will start an herb garden so you will always have fresh delicious herbs on hand.

Sometimes the plants in the trays are dry; if so, water them first before planting them.

Finally, remember that annual herbs (herb plants which only grow for one season and then die) and perennial herbs (herb plants which will return the following year) do best when planted separately. This avoids disrupting the perennial plants’ roots when it is time to dig out the dead annuals. It also prevents leaving dead root pieces behind which can contribute to fungus growth.

When spring arrives and the weather has begun to turn warm, prepare a small garden bed in a sunny spot. Take the cloves and place them, pointy side up, in the soil. Plant them in clusters, or rows, and put a light layer of topsoil over them with some compost mixed in. When fall arrives, lift the garlic bulbs out of their bed.

The Senate is the highest academic body in the university system with the Vice-Chancellor as its chairman. Its authority covers all academic matters although some, such as appointments, are shared with council. It is Senate that has the formal authority under the university’s charter and status to make academic policy. Therefore, for it to take meaningful decisions it has to create certain committees. Council is the governing body of the University and is the formal employer of all university staff. It is charged with the general control and superintendent of the Policy, Finance and Property of the University. University employees are required under the leadership of the Vice-Chancellor to carry out Councils policies. To that extent the Vice-Chancellor may be seen as “Chief Executive”. He is supported by the Registrar who is responsible for the university’s academic and administrative supportive services.

The use of committees was entrenched in the Laws/Acts establishing Nigerian Universities as indicated in the University of Ibadan Act of 1962 which states that: “Anybody or persons established by the Act shall without prejudice of the generality, shall have power to appoint committees consisting of members of that body and subject to the provisions of sub-section(7) of section four of this Act to authorize committee established by it to exercise, on its behalf, such of its functions as it may determine”. In the management of higher institutions, committees play very important roles in the decision making process. This is because as democratic establishments, universities’ decisions on governance must reflect the opinion of a cross section of the staff if such decisions are to be accepted. This explains why many institutions in the country have established many committees to assist management in arriving at useful and meaningful decisions that can facilitate the proper management and growth of the university system of education.

Ede (2000), describes universities as international communities engaged in the daily business of the search for knowledge and truth. Ogunmodede (1981), states that authority of governance of Nigerian Universities is derived from an external source – The Visitor, who invariably is the president in the case of a Federal University and the Governor in the case of a State University. According to Daudu (1986), the management of such complex organization requires participation through the committee system because of the bureaucratic, collegial and political models that are applicable in them.

Nwachukwu {1988}, describes a committee as a device for achieving coordination of activities and sharing information among various departments and divisions of an organizations. He further states that committee decisions help to promote better coordination in an organization. Ikenwe (1998), highlighting the work of Foxworthy (1971), wrote that the primary motive of instituting the committee system in institutional governance has grown out of the motive concern for democratizing decision making in those institutions and a recognition of the need for more broadly based decision making as universities become more complex. This explains why many institutions in the country established many committees to assist its management in arriving at useful and meaningful decisions that can facilitate the proper management and growth of the university system of education.

In view of the importance of the committee system in university management, it is therefore necessary to investigate its impact on the effective and efficient management of the university system in Benue State of Nigeria.

Statement of the Problem

There have been frequent cries by some members of the university community that the committee system may not necessarily be the best method of effectively managing a university system. These staff members argue that the disadvantages of the committee system on university management appear to out weigh the advantages. Various segments of the staff have severally expressed their grievances, some violently and others peacefully over non implementation of committee decisions. These crises negate effective management of higher institutions. There is therefore the need to investigate this problem

Purpose of the Study

The purpose of this study is to investigate how effectively committees affect university management in Benue State of Nigeria. Specifically, the study is concerned with the level of staff participation in the various committees and their confidence and trust in these committees and their importance in the management of the university system.

Research Questions

The following questions were answered by the study:-

(i) Does the committee system improve decision making process in the universities?

(ii) Does the committee system lead to greater participation of members of staff in the university community?

(iii) Do decisions made by committees instill greater confidence in the university community?

(iv) Do committees provide effective advisory services to Vice- Chancellors?

(v) Do committees’ recommendations influence opinion of the university council and senate towards proper management of the institutions?

Hypotheses

The following hypotheses were formulated:-

(i) The committee system will not significantly lead to the participation of a higher number of staff in university management.

(ii) The committee system will not significantly improve decision making process in university management.

(iii) The committee system will not significantly instill greater confidence in the university.

(iv) The committee system will not significantly influence university management.

Methodology

The population of the study was made up of the staff members of the two universities in Benue State of Nigeria. The stratified random sampling technique was adopted for this study because of the large population involved. The population was therefore arranged into five sub-groups or strata. This helped to ease data collection and analyses. In effect, the study samples consist of 203 members of senior staff, 109 members bringing the total to 312 drawn from the study sample. The study used one structured questionnaire for the 312 respondents. The adopted Likert Four Point rating scale of 4, 3, 2, and 1, was used to analyze responses in the questionnaire.

Method of Data Analysis

The mean, standard deviation and t-test were used to verify results and arrive at certain conclusions. A mean of 2.50 was used as cut-off point of decision making for each item on the instrument. Any item with a mean of 2.50 and above was considered adequate and hence enhances the level of respondents on the use of committees in university governance. After subjecting the responses to the above statistical methods and analyses, three out of the four null hypotheses were not accepted, while the fourth was accepted.

Tahir (1991), agrees with this finding as he states that leadership must evolve styles that can ensure effective staff and student participation in decision making that affect them. Gwary (1993), also maintained that full participation is a process where each individual member of a decision making body has equal power to determine the outcome of the decision. This means that the use of participatory system of governance in the university system cannot be overemphasized. There must be full participation of individuals who are effective and efficient so as to help the growth of the committee system in university governance. It is then therefore worthy to mention that staff participation in the decision that affects their working lives is essential for effective management.

Fairytale weddings

The next type of alternative wedding is the ‘fairytale’ wedding. As you can probably guess, dear readers, fairytale weddings are weddings that, yes you guessed it, are based on fairytales! Fairytale weddings are typically based on fairytales such as “Cinderella” or “Sleeping Beauty.” The dresses will be reminiscent of fairytale dresses and the heroes of the fairytales will always be present at your ceremony. These heroes of the stories make for wonderful entourage. If you choose to be a Cinderella on your big day, then you will need a fairy godmother, a king and even some ugly sisters! Of course, you must have a wicked stepmother too. The crux of the occasion is the Ball, to which you will invite your ‘handsome prince’ - the groom. The celebrations end at midnight at which time a pumpkin-style carriage will draw up and whisk you away!

Ethnic weddings

The next type of wedding is the ‘ethnic-style’ wedding. ‘Ethnic style’ essentially means national style. Ok, so what does this mean you ask yourselves? Put simply, if you choose to have a wedding in ethnic style, then the guests, the groom, the bride and the caterers must all be dressed in national costume. The entertainment at this type of wedding is in the form of rituals, customs and observations of traditional, national ways. Revive old traditions from food to old elegant clothing. This ancient atmosphere will create time-machine wonders - it will take you and your guests centuries back; as though you were one of your ancestors! The ideas for a ethnic wedding can be derived from customs of your motherland as well as from traditions of another country that you are fond of. Whichever you choose, you will feel like a true national!

Exotic weddings

The next type of alternative wedding is the ‘exotic’ wedding. An ‘exotic’ wedding is similar to a wild wedding. But where at the wild wedding you can be elaborate with your dreams, at an exotic wedding you can incorporate your hobbies. If you love parachute jumping, then go ahead! If you like motorcycles, then no problem! Tie some tins-cans to a Vampire and off you go! Just make sure you have a courtege for the motorcycles. The bride can be dressed in white leathers with a bandana on her head in place of a veil. The groom can wear tight-fitting, black trousers instead of a morning suit and a necktie. Underwater weddings

Have you ever heard of an underwater wedding? Well, this style of wedding is a type of exotic wedding! To make the occasion even more exotic, you could have the ceremony on a desert island. Although whether you can call it a desert island after you have planned your wedding on it remains to be seen!

Retro weddings

The next alternative wedding is the ‘retro-style’ wedding. This style is in keeping with the period of the ’60s to the ’90s. What can we say about this type of wedding? Well, the traditions, the music and the attire all are reminiscent of this period. The bride and the groom wear clothing that is typical of the time and the music and customs also conform to the period. Classic, ethnic and beautiful styles are all characteristic of ‘retro style.’

Body-paintings: art-style wedding

The final, alternative-style wedding is the ‘art-style’ wedding. If you know anything about art-style, then you will realise that if you have this type of wedding, you don’t just need to be brave, you need to be VERY brave! Art-style involves decorating the body with special paints. Art style is contemporary in its design. The wedding attire consists of very unusual body paintings that can be almost anything depends on your taste and fantasy. Just imagine!

Eastern Touch

Influenced by an eastern tradition called mehendi to decorate bride’s palms, feet. In Western variations it expands to back and shoulders. Imagine, a bride, with beautifully decorated hands, feet, shoulders and back, wearing open wedding clothes to demonstrate this artistic design.
